I had an email, long lost, from Japan to the effect that the blockade effected their paint composition, and as the ships weathered the paints acquired a silver tone. The point being an exact match for a given date will have an element of luck.
the WEM chart is an excellent, one stop shop source.
However, the WEM chart is limited to a single point of time, that of commissioning, IIRC.
The Nihon Kaigun website has all the TROMS (Tabulated Records of Movement) for each ship. So, you can see when each ship entered a yard for a refit during the war.You just need to read the TROM for each ship. See: http://www.combinedfleet.com/kaigun.htm
