Could be the problem that UV wavelengths are largely absorbed by glass. In the lab we use quartz curettes (expensive!) when measuring DNA or RNA concentrations at 360 nanometers, which is in the UV range.
I put the decals in one of those one piece clear picture frames that stand in their own and leave them in the window. I check every couple of days. Some have worked some have not. Longest was a set of Fujimi decals for a 1/72 hawk. Took over a month to get them passable clear. Good luck.
