The C sprue in this kit is their Skywave E-9 equipment sprue, which also comes boxed separately. The contents can then be found here: https://www.1999.co.jp/eng/10534486
C-13 is listed as "Floater nets."
Neither it, nor the rafts should be painted orange. The instructions which have them painted the same color as the background cammo are correct for WWII. Floater net floats themselves that I have seen are black, while the net itself is "rope colored" (tan-ish.) However, those which I have seen are post-war, on a museum ship. Such detailing is also not particularly practical. Not sure what the wartime color would be, but whatever the color guide shows should be good.
In the instructions Part C13 is to be placed on top of the Mk16 6 inch turret. Does anyone know what it is? It appears to me to be the Cork floating device. Aso should the life rafts be orange? The color diagrams for the Miami CL-89. shows the life rafts as being the same color as the camouflage pattern. TIA
