BTW, I know the number on the bow is the DESRON but what is the Japanese script midships? I assume it's not the name. And wouldn't all that stuff have been painted out during the War?
Yes to both questions.
Torpedo reload stowage (2 per side) for the forward quad TT launcher. This particular configuration was carried over in the subsequent Asashio class DD, then re-arranged around funnel #1 in the following Kagero and Yugumo classes.
