There's also the continued use of the B-52, whose technology dates back to the 1930's. Old technology isn't always a bad thing. The M109A7's have a brand new hull and drivetrain and the gun has been constantly improved since Viet Nam. Would a new system put rounds downrange any better? On the ship side of things, the dock yards are a very old problem. Ever since the US Navy stopped building ships and left it all in the hands of corporations, this problem has existed. The shipyards are the only places to hire the skilled labor, and they don't build enough merchant ships to keep that labor employed 24/7/265 without warships. If we don't keep ordering warships, the labor pool dies off and nobody knows how to build a carrier anymore. It's a vicious cycle. If I were King, I'd privatize Huntington Ingalls and Electric Boat then spend a lot of money keeping ship builders trained and ready for when we need to build warships again.
