Fisher's ships were very vulnerable to land-based weapons
Fisher was a fan of fast ship with no or only minimalistic armour. They - and all other ships of the period - were vulnerable to land-based weapons of the period. Coastal defence (land-based or controlled) weapons included heavy guns (up to battleship-type of guns in heavy armoured forts), torpedoes and mines. Attacks by ships on defended land targets were very rare and often resulted in heavy losses, see e.g. the attack on the fortifications at the Dardanelles.
