I would guess that by that time we were allocating quite a few assets to the situation in Europe (GB), where the war was, and it was probably too difficult (& dangerous) to carry out the Fleet Problem properly under those circumstances.
Also, the ABC-1 Agreement was done around that time, IIRC.
If you are really
interested in the nitty-gritty details, there are papers on all USN "Fleet Problems I to XXII, 1923 - 1941" @NARA on microfilm, apparently.
Wouldn’t that be all the more reason to proceed with the exercise?
Well according the Cressman book on the Chronology of the USN in WW2 . The exercise
was cancelled due to the worsting world situation.
This exercise was scheduled for the Spring of 1941 but was cancelled for some reason. Anyone have any info why it was cancelled?
