I suspect the Russian navy is technically superior to the height-of-Cold-War Sov fleet. Their entertaining, fouled up carrier is not their spearhead. Their spearhead is the submarine, and the loss of their surface fleet due to lack of cash forced them to realize the truth sooner than we who still have cash to burn on monster targets like the Ford, which was denied long range UAV bombers which would have justified the bloody thing. As it stands, being a base for wannabe Tom Cruises is a naval luxury, but, as long as the brown shoes run the fleet, this will not change. Fifteen minutes into a war against a nation which is not just a weapons test for us will adjust our thinking about carriers and their attendants at a fearful cost. I am well aware the bear is broke, but he is also smarter than the slow witted Sov bear. As for the Chinese, we laughed at the Japanese until Pearl Harbor. As Bill noted, we do not have enough weapons to repel mass attacks on surface ships, nor can we use them close to shore.
