As an alternative to some blue plastic of unknown type or origin, you could make similar from an easily carve-able wood such as balsa or basswood. It's usually available in various width and thickness planks from hobby stores. Just needs some sand-and-seal treatment for a smooth finish.
If you are doing a waterline model on a seascape base, do you make a "riser" conforming to the hull shape to get the model high enough to sculpt the sea? Seems to me adding anything other than a layer of paint to the base would make the model look way to low in the water. Comments please?
