The paint the Reichsmarine used in the 1920's
is not available. They had 2 paint colors Ship camouflage paint 31 in 2 versions Light Gray and Dark Gray . What is available because the navy name changed to Kriegsmarine they kept the paint scheme but changed possibly the catalogue numbers
which is DKM 50 Light gray and DKM 51 Dark Gray
DKM 50 was used for the superstructures and DKM 51 Dark Gray was used for the hull. This is available from Life color. They do have 2 paint sets from Life Color about the German Navy.
DKM50 Light Gray is serial number UA-601 and DKM 51 Dark Gray is UA-602. I'll leave it up to you.
Don't know about deck colors.

Königsberg (not Koningsberg or Konigsberg, a cruiser with such a name never existed) was painted in the standard colours of the Reichsmarine: hull grey, superstructures light grey (both were very similar light greys). The decks had a linoleum cover, a very dark red brown.
"ö" and "o" are different letters. The alternative way to write "ö" is "oe", not "o".
