the 22 were a next generation to the 21 s 7-8 years later which at the time was a considerable time, the 22 were the best in the world at anti sub warfare, they were extended to add more roles but they were built at the wrong time as with the collapse of the USSR their job disappeared!
the 21s were restricted to what they were designed for, limited coastal warfare/ world policeman, the RN traditionally "sent a gunboat" in the 70s that was a type21!! to a situation that the USN. would send a carrier task force!
The Type 21 was designed in parallel to the Type 22, which got Sea Wolf. That Sea Cat was used for the Type 21 - and no option for an update - was a severe disadvantage. As you written, Sea Cat was a replacement for a 4 cm Bofors single - and that left no space and weight reserves for a better system.
The ships did not worked well. Otherwise, there would not have been restrictions to their use. All surviving ships had significant hull damage after the Falkland War, because their hulls were too weak - that could be a similarity to the LCS. Another one was the Type 21 nickname: Porsche, i.e. raceboats, not proper warships.
For sure, there were also other ships with too weak hulls - as I had written, there were many bad designs in this period (see e.g. also the Type 42), but the Type 21 was one of the worst.
