Tests are definitely a bit one-dimensional when it comes to fluency. Most people I know study just to pass the exam and then struggle with basic small talk. To keep my own skills sharp, I usually supplement my learning with sqa online courses since they tend to focus more on verified standards and real-world application. A better way to measure speaking would be through situational role-playing or unprepared debates. That’s the only way to see if someone can actually communicate under pressure without a textbook.
