In the case of NC, what the broadcasters are doing is prematurely testing the shut down of analog transmissions (over the air to your antennae). This will help them to verify the equipment and process preparedness for when the official time comes. It is probably going to be very upsetting for the elderly and folks that like to keep it simple. But from what I understand is the FCC is claiming those frequencies used by television broadcast for communications technologies.
If someone has a better explanation, please feel free to add to or correct.
