In most elections red states vote republican and blue states vote democrat. Neither side has enough electoral votes to win the election. The remaining states, the "swing states" wind up deciding he winner. Pennsylvania had the biggest chunk of the remaining electoral votes and only needed a couple of other swing states to agree to determine the winner. As it turned out all of the swing states voted together.
