Joe seems obsessed with her because she dare pray for him, thus causing him severe emotional distress. Unfortunately her prayers didn't work, but some folks are beyond help.

Canada declaring drug cartel members as terrorists wasn’t part of the aforementioned 1.3B deal. A Canadian fentanyl Czar wasn’t part of the deal.
Neither was setting up what is, essentially, a Canadian-American fusion center to target the manufacture and transport of drugs inside Canada.
