You can't compare a city of millions to a city of thousands. One is a crime-ridden blue city cesspool trying valiantly to climb out of that, the other is a struggling lower-middle-class city just trying to survive.

I dunno, it looks like provisions for clean needles and Narcan is supporting and encouraging the drug use.
