Just when you think you've heard it all from the Democrats in the Illinois Legislature, they pass HB 4409. This bill changes the wording of criminal "offenders" to "justice impacted individuals". Who knows what the cost will be to change the verbiage in thousands of texts and documents in order to make Illinois criminals feel better about themselves.
