I think what at first was probably some little girl whose dad wanted a boy, was raised to be a, "tomboy" and did more "manly" things.
Then, you had little boys who couldn't quite cut it as a male. They couldn't do the things, "normal" little boys could like throw a ball, wrestle, play football, etc.
Now, in the crazed world we live in, not only do you still have that type, you have pervs who simply want attention or a quick look at what the opposite sex is hiding in their undies.
We have boys, with all the original issued equipment, putting on a girl's swimsuit or a girl's track uniform and pretending to be a girl. They couldn't measure up against men so they play dress up and compete against the "weaker" sex.
