In other business the board acted on several financial issues, including approving reappropriation of $21.3 million in unspent funds from last year.

Reappropriation is taking unspent money from the previous budget year and allowing it to be carried over to the next year. Often it is for a specific project or program that are either multi-year, have been delayed, or have been completed but not paid for.

Of course they could give it back to the residents but why go through all that unnecessary math.

Maybe it will go to save the bees?

We all know that if GC just cut the fat with the patronage jobs (like teachers, police and firefighters) and eliminated pensions people have earned, the mill would fire back up and there’d be a brand new 1976 Ford Granada in every driveway.

Instead we’ve got the free-state army types with their Obama phones that get abortions for votes and harbor illegals holding back the greatest generation.

They might not know what month it is, but they can sure tell you when to vote!

I’ve seen the school buses at KP picking them up, handing them a can of soup and promising a free haircut with every vote!

Yes, happens every year. Most of it is related to highway funds. They have to appropriate it every year, even if it’s a multi-year project. So, it doesn’t necessarily mean the money will get spent.

I read it. I understand it. Poor planning to have that much left on "uncompleted" projects. Why weren't those projects in the ground? Too much pork?

No, they should have taken the sewer fees and applied them to what they were intended for, not used them for other purposes. What they collect should be enough. If not, poor planning on the part of the city.

That is a possible scenario. If it wasn't the sentence would have started with "the reason it was delayed" or " it was delayed".

I didn't see that budgets detail, as I don't sit on the Madison County Board any longer, but just be aware that the County carrying over a surplus is a form of abatement, sans the paperwork.

Money carried over (never levied) will not show up on your tax bill; we already paid for it once, right?

If we don't spend this money up this year...how will we ask for more next year?

Controlling costs associated with engineering fees need to be looked into.

Before I would suggest raising sewer fees, I would like to see how the revenue from the fee has been used prior.

It was initially applied to maintain, repair and replace annually, was it not?
