You don't have to have a reason. It would lead to governments saying your reason isn't good enough and denying public records. It would let government employees pick and choose who can have what, information that belongs to the public at large. There are limited exceptions to what can be denied. Any citizen, resident of an area or not, needs to be able to look into all facets of what their government is doing. It's how nothing at all can be found out, or it can lead to crimes. Take Bell, California, where it was they mayor I believe was getting paid as much as the POTUS, found out through records requests. There are measures in place for voluminous or over burdening requests. But why should someone have to have a reason to get the information that belongs to them in the first place? |
