Illinois needs a New Constitution, and hopefully when Mike Madigan is unable to maintain his death grip on Illinois, maybe, maybe a turn around can begin.
The need for a new Constitution stems from the fact that one man has remained in charge since the ratification of the State Contitution in 1970.
Can you believe that?
That's a 50 year death grip!
