Not only a maybe, but how about one step further. I would not be against dissolving the entire money suck! But if that proves to be an impossible task, I say just whack the salaries in half if not more! Then ax the hours in half right along with those salaries.
Look at the money saved. With no more benefits, and half the hours and pay, THAT swamp would drain itself!
