"you can't legislate class and taste". You sure can't. But you sure can legislate what will be allowed and what will not be tolerated from these business owners. Businesses like this Rent To Own place with the nasty furniture and used mattresses dumped outside their building, the city should be threatening to yank their business license. Every other business should be forced to clean their properties, whether it is having their employees pick up around the property, or hiring an outside company to take care of it, or face the same fate. It's obvious that some people just don't care. So, the city and business owners have to pick up the slack. If a customer tosses an empty soda can out of their car window in your parking lot, it is the business owners responsibility to make sure it is picked up. That may not seem fair, but you know what they say about life being fair. It's obvious that many employees of these businesses toss trash at their dumpsters, instead of making sure the trash actually is contained inside the dumpsters. That isn't the public's fault, that is an employee/manager/business owner's fault. Salvation Army, same story. Clean that mess up or close your doors! It's also not the public's fault for rusty falling down fences, and empty commercial properties looking as if they need to be condemned. Fine the owners of these properties until they are repaired. There are far to many problems and trashy looking commercial properties to place all the blame on the "people". Hold these property owners responsible.
