Just did this. Email the county assessor and get a copy of your 214 and your VA benefit verification letter. Also, if you were at least 50% in 2014, I believe you are eligible.
The Democratic People's Republic of Illinois gets a lot of things terribly wrong, but it sure does take care of guys like me.
If you got ANY veteran questions pertinent to bennies or even access to your records online, I'm more than happy to help (having navigated those waters a lot myself).
