Was the affected area roped off? In my experience, the blacktopped area has to be closed off for 24 hours so the surface can cure/harden. The one time i saw this done, the boss didn't wait for 24 hours, he HAd to have as many trailers offloaded as fast as possible. He had his trailers come in at the 21-hour mark, and with the expected results. Sure enough, the pavement was tore up, and had to be redone, costing the company some extra money.
