Mike, I can address this in some format. When I was in business, I allowed my staff (salaried) ten days a year for calling off sick. I they called off, one day deleted for each call. If they used all ten, their (salaried) pay was docked. I also allowed them to roll days over into "bank" if you will. When they retired or left my employ, they were paid for the unused day. An employee who call off is a cost to management. In most instances, as would be the case with a school teacher, a sub would be needed. This was in addition to the pay that the hired employee would get for that day with zero productivity. So I always looked at the days I provided for my staff as an insurance policy provided for them. If they used their policy, they had no cash value. If not, they were paid the rate of their exiting salary as a reward for coming to work all the time. Where do you assume that Greenwald and his teachers don't get days deducted? That's why they have the ability to "accrue" those days. I would bet if you told them they had to use them or lose them, the district sick leave would skyrocket. Similar policies are used by the mill, the hospitals and most employers.
