You are correct. Concessions will have to be made by all. The voters, if this passes, have conceded to give more of their hard earned money. The unions in turn will have to give up the perks they enjoyed for years. Family insurance, great salaries and perks. If nothing else, there will need to be a two tiered system whereby all new employees of the district are not afforded some of those perks. A strike won't end with scab workers though. This isn't the NFL. You have to remember all of the people who would walk across the line would forfeit any chance of ever being part of the union and enjoying the perks. You also have to remember that many people in this town still belong to unions and would not allow their kids to cross that line either. Couple that with supplies not being delivered, cooks not crossing the line to prepare lunch, etc... and you don't have a school. We're close to agreeing on some of this HC. I just don't think you still see how powerful the unions still are around here.
