I'm sorry but the APA is crooked. I'm glad they do help some animals, but the people who run the place need replaced. I volunteered there until I couldn't take all the phoniness there. If people walked in and filled out a paper for adoption, they had usually already decided yes or no without even checking over the application. I have also seen them take in a dog an officer brought in, turn around and send the dog to another shelter, not a no kill either. The operators also would put such a show on when people came and when they left, turn back into a mean grouch.
I can almost see their point in this matter, how long you kept the dog and the circumstances make a difference. If you take a dog home and think that the dog is a good fit, and it turns out the fit is not good, I would rather see the dog returned than unhappy in a home that isn't working out.
