I think if you really want an answer you should go to the APA and ask them in person. It's much easier to avoid answering an email than a person standing right in front of you. Calmly explain why the dog was returned and plead your case in person, perhaps they've been too busy to check their emails or have had computer problems where it is unaccessible.
Beyond that I'm not sure what to tell you, I can't imagine that they would prefer to keep the dog than adopt it out, maybe someone else was showing interest in it?
