Why did he kill a bipartisan compromise to pay TSA workers, this according to Louisiana Senator John Kennedy,a Republican?

We know he wants his unrelated voter suppression bill passed before anything else because he's scared shitless of the midterms and he is panicking.

Not sure him finding an alternative way to pay TSA going to accomplish anything long term.
