From what I read, Wood River will allow you to "round up" or "round down" and this is only for payments made in cash to offices in city hall. This doesn't apply to any businesses in Wood River unless they decide to do the same.

Edwardsville has an ordinance requiring large retailers to charge 10 cents per plastic or paper bag. If you don't want to pay it you have to bring your own bags.
