He was detained and arrested on a probation violation, but there wasn't enough probable cause that he started a fire.
Anyone could make such an accusation either mistakenly or on purpose. I wouldn't be opposed to not rescuing someone that law enforcement observed to be starting a fire... let 'em fend for themselves.
