So Granite City shouldn't have a leader with vision?

This is LEADERS we're talking about here. It's easy to say the 'flood plain' is doomed, and mention all the external factors about Illinois and things like that.

But if you care about Granite City, wouldn't you want a leader who sees Granite City differently and at least tries to take it in another direction?

Yeah, you would need VISION to do that.
