Kurt Prenzler ~ I believe the people of Madison County should have the opportunity to vote on PTELL.
But it only gets on the ballot if the county board puts it there.
PTELL was on the April 1999 ballot, and it was defeated 14,139 to 13,131.
In June of 2018, I put PTELL before the county board, but they voted 14 to 10 to "table it."
That's a nice way to say they voted NOT to put it on the ballot.
Eight Democrats and six Repubicans voted to table it, and six Republicans and four Democrats voted not to table it.
Instead, in 2018 the county board put an advisory referendum on the ballot that in-so-many-words asked the voters, "Would you like to vote on whether or not bonds are issued?"
The voters voted YES 9 to 1.
But an "advisory referendum" is just that: advisory. It doesn't have the force of law, and taxing districts passed at least two major backdoor referendums after November of 2018.
Let's review the arguments:
Limits the increase in property taxes
Gets rid of backdoor referendums
County govt. is only 8 percent of your tax bill -
PTELL helps with the other 92 percent.
The county board didn't put it on the 2018 ballot -
instead they put on an advisory question
People voted 9 to 1 that they wanted
to "vote on it" before bonds are issued
But the taxing districts didn't listen
PTELL is not advisory - it
has the force of law
Taxpayers especially need help now -
because of the COVID crisis
Put in on the ballot and
let the people decide
It's not perfect and could be better
Granted, but it's the only tax increase limit law available in Illinois law.
