I think the term paved over is a bit misleading. What I did see, and it still wasn't a smart move, is new asphalt that reduced the opening of the catch basin.
I would guess most of these openings were originally six inches or so. When they overlaid the street, it looks like the asphalt reduced that opening to between 3 and 4 inches.
Paved over would indicate the asphalt was laid over the top of a manhole which isn't a drain.
What I found more of is where the new pavement is three inches above the existing manholes to the point it feels like you're hitting a pothole when you drive over them.
