The improvements made by Pontoon Beach are minor, but they are improvements, and as long as Horseshoe Lake is low, they work better. If Horseshoe Lake is high, those improvements mean nothing, and contribute nothing. It will remain that way as long as water seeks it's own level. Water drains from high to low, and if Horseshoe Lake is above Long Lake...conduit size means nothing, and in fact...floods Pontoon Beach more efficiently.
