They don't outsource the ditch. The metro east sanitary district, a totally separate taxing body operates the ditch. And they're not full. They are holding water but they usually do.

Look, the city is trying to help. We all suffered some damage. We all had water intrusion. Some of us cleaned up, threw away our debris and were smart enough to save receipts and take lots of pictures. I lost a stuffed chair that was my dad's. It has no monetary value.
