Finland is 4th (3rd according to the Washington Post) in gun ownership. Very close to the position held by the United STATES. And speaking of STATES, each of our STATES mandates its individual laws, whereas the laws in Finland are followed by the entire country.
Even still, the gun laws of Finland are indeed stricter.

a cannon, rocket launcher or comparable weapon.
