Regardless, the State (wherever) should not be able to enforce current emissions standards on your car, only those that were in place at the time the car was manufactured. Therefore, leaning out the mixture may be all you need to pass the hydrocarbon part of the inspection. It is my understanding that care has to be taken when that is done to keep the nitrogen oxides low. In addition to re-tuning prior to inspection, most people advise to change to fresh oil. Another common suggestion is to go for inspection on a fair weather day with mild temperature and drive your car until the engine is hot before taking it for inspection.

Thanks. I will try leaning the carbs. Delaware also has an antique category but the problem is I won’t be able to drive the car daily. Only ok to drive to car
