The Triumph horn buttons have a little flat brass tag on the back/bottom that must be positioned to line up over the spring loaded brush. First make sure that the little "alignment nub" on your horn button is in the right position such that the brush and brass tab line up.
On the bench make sure that when you push the horn button you get continuity between that formed music wire spring that sticks out the side and the brass tag. If you do not have continuity between these two parts when you press the button, something is wrong inside the horn button. If that is the case, you need to take the button apart again and see which internal connections are broken or corroded.
If you have painted the wheel/hub, remember that the music wire spring on the side of the horn button must make good contact with the hole the switch is in. Scrape off any paint so you have good metal to metal contact.
