The water levels from Bradford to Potter Hill should be fine for paddling.
The project at Bradford is virtually complete and there should be no active construction going on there now.
As part of the project, an informal portage "foot path" around the new dams was provided on river right.
Depending on your skill level, and the water depth, you might opt to navigate through the stone weirs instead of portaging.
I would recommended stopping just upstream to survey the new rock ramp to determine if you can ride through it.
