Trying to identify china from historical dig in California

Hello, I am trying to identify this china. Pieces found on historical estate in California. Time from 1860's to 1940's. Any ideas?

I don’t think it is flow blue although a little difficult to tell . Windmills are often featured in Delft and other blue and white transferware designs.
