This is a very lovely flow blue polychrome floral pattern and the plate looks to be in wonderful condition.. Unfortunately, it's also one of those patterns in which we haven't been able to yet identify the potter even though it's not terribly uncommon.
Most probably made in Staffordshire, England but that's not definitive. Estimated to have been produced c. 1850, perhaps a tad earlier. It was also produced with a mulberry glaze.
Hope that helps even if the maker is still unknown.
