Personally I think the pattern can be considered Gaudy Welsh . Not all Gaudy Welsh patterns include the red color. A very good reference for Gaudy Welsh patterns is " Gaudy Welsh A Visual Reference Book " by Monica A. South (two volumes ). She is a Welsh collector that presented hundreds of patterns in her two volumes. Some of patterns have partial Flow Blue decoration. It is quite interesting to find a nice specific pattern like this one in the books.
