It's funny that you would ask this today, because just two nights ago, I was on Quora looking at the same type of question. A man had used oil based pastels and said that four years later, his art work had never quite gotten dry, so that art work needs to be under glass when using oil pastels. I am pretty certain that repaint artists used the regular pastels when doing a face up. Then most of them use Mr. Super Clear UV Flat to protect their work after completion. I did find that product on Amazon. I bought some pastels at Hobby Lobby. I have also seen a couple of artists that do their face ups with really good quality water color pencils. I don't remember who though. I hope that this helps. You could do a search for it on the web.
