If he really cared about his people he would want to end the war and make peace but he refused. Russia started off with it being a military action and not a war. Putin was trying to get rid of the Nazi's in Ukraine. That was his goal from the start. Zelensky is the one who declared war:

I feel sad for the Ukrainian people caught in the middle of this--it needs to end.
