You mentioned a sound bar. Are you using a sound bar connected to your CB via Bluetooth or something? If so, you may have to "forget" the sound bar in the Bluetooth settings and then reconnect it.

I had a problem like this with my Bluetooth headphones one time and that is what I had to do to restore normal volume.
