Geocities WS is still the best FREE web server out there.
It is the only free web server I have ever seen that has an unlimited amount of storage.
It is RARE that they are ever down.
It is not as easy to make a web page there as most other web servers. But they have everyone beat when it comes to storage space for your images, mp3 songs and mp4 Videos.
