WiFi at the Library???

My CB WILL NOT CONNECT, but my smartphone does. The librarian suggested turning the CB full off, I did, even closed all browser tabs, still won't.

Turned my phone's HOTSPOT on, and the CB connects to that.

Any ideas????? I don't want to use the hotspot every time.
