If he installed a VPN app, it wouldn't be in settings, I don't think. He would need to open the launcher in the lower left corner and look for it there, I believe.

When I had a VPN installed on another Chromebook, there was an icon that would show up on the bottom task bar that I could use to turn it on and off, if I remember correctly.
